[PC-NCSG] Please vote: CCWG Internet Governance replacement

Hi Amr,
I am responding with my personal views, so Matt and David may jump in
later. I dont think that the voting in any way precludes the free
discussion that leads to rough consensus. The statements of interest were
posted on the list, so was the e-mail with a timeline of the process.
However, no engagement on issues of method or substance followed, and we
needed to have a way to close the issue.
We sought a solution to perform the selection process and we initially had
in mind something more informal than a ballot sent from tally.icann.
However, since the PC has no separate channel for communication, such as
the GNSO council has, things get a bit harder. We had some staff members on
vacations and the easiest solution for those that were on duty was to send
a ballot. I think in the end it was an efficient way.
Please, do share your comments and suggestions, so we can improve the
process for the next time.
