[PC-NCSG] PTI Bylaws comments update

Hi all

Based upon numerous factors, including and mostly:

  * the limited number of comments received on the PTI Bylaws public
    comment draft google doc,
  * the fact that the public comment draft (and the points we raised on
    it) has been made somewhat redundant (and our points largely
    addressed) by the parallel and on-ogoing work of the CWG, and
  * that we have a number of NCSGers in the CWG,

I believe that it is not necessary (nor do we have the time to) file 
comments on the PTI Bylaws (deadline tonight 23:59).

If you have any questions on the Bylaws or other PTI matters do not 
hesitate.
