[PC-NCSG] PC deliberation: NCSG statement on Geographic Regions - 22/03

Hello everyone,

@Matt, I incorporated most of your suggestions. Can you take a look at the
document with the track changes and see if it you agree? @Bill, the "empire
thinking" part has been changed. Matt's suggestions also pointed out the
same thing.
