[PC-NCSG] PC deliberation: NCSG statement on Geographic Regions - 22/03

Hi Matt, that's a good question. I tend to think that although we can
exchange our views here, if we can translate our thoughts into concrete
comments and suggestions in the google doc (tracking changes), that would
be the easiest way to go.
