Irrespective of where one stands on this issue, clearly the chair should be able to fully understand and reflect the diverse concerns of the parties, and fully cognizant of the range of consequences associated with each model.  I find it hard to imagine someone from IPC, which is the arguably the most floral exemplar of silo syndrome, will be as well positioned to do that as e.g. someone from Rgy.
