[PC-NCSG] New SCI representative & alternate from NCSG

Hi Tapani,

I think you joining the SCI is a great idea. Thanks for volunteering. I'm certainly not aware of any rule that prevents you from doing this. 

I would advise that we give it a day to hear whether there are any objections, or other folks willing to step forward. I also don't know if you want to circulate a call for a volunteer on NCSG-DISCUSS, or not. 

In any case, I suspect you'd make a fine and constructive contributor to the mission of the committee.
