[PC-NCSG] Options for Increasing CCWG Discussions at ICANN54

Well if we don't we will have to do it anyway after Dublin and then it
is no longer F2F and we lose an opportunity for possible wrapping this
up in some form and things get delayed.....
I would support extra time.
