[PC-NCSG] Council Vice-Chair election

Well said. I certainly support Heather in the Vice Chair, and join
everyone in thanking David for all his work on our behalf. Hopefully all
of this turmoil will help us move forward positively with the BC, as we
certainly have challenges ahead of us.
