[PC-NCSG] Council Chair and Vice Chair Elections - Second Take

Hello all, i am sorry for not having been more active on this, but
completely taken by IGF follie. I support this approach too, although i
would prefer the traditional voting instead of acclamation, and i see no
need for a second call with neither candidate.
