[PC-NCSG] Alternate PC Chair

Hi Amr - I have been somewhat distracted these past three months in a new
job, but things are settling down finally and I have more availability.
I am happy to be an alternate, subject to the time zone issue I face here in
New Zealand.

Thanks Joy. Rafik has agreed to take on my duties of PC Chair until after
May 17th. I was always a fan of having an Alternate Chair working with (and
in the absence of) the Chair. Are you willing? :)
