[PC-NCSG] [Urgent] Appointement to working group to develop recommendations on new gTLD auction proceeds

Hi Rafik,

I believe that on April 29th Paul withdrew from consideration writing "then
I will wait to join the substantive group as you suggest". If Stephanie (?
next to withdraw) and Paul are active candidates then I would support both
of them. Let's remember that this is the DT, not the WG, and as such
procedural knowledge and attention to detail are of great importance. Both
Stephanie and Paul have proven abilities in these areas.

If Stephanie and Paul are no longer candidates then my support goes to
James and Ol?vi?, both of whom have performed admirably in groups in which
I've worked with them.
