[PC-NCSG] the issues report of the WHOIS/Board group

I have not finished marking up the report, because when i get to the 
directive section at the end, starting section 4, I find myself not in 
sympathy with too many of the "directions" to the PDP.  "needs" for data 
should be desires.  Questions like are we collecting enough data or do 
we need more should be thrown back, etc etc.  They do indeed cite the 
dissent, fairly far in, but not at the beginning (I noted it).  Frankly, 
I think your chances of changing the issues report to reflect these 
kinds of bias are minimal, so we should focus on raising a ruckus when 
the document goes out for public comments.
Let me know if you disagree and think I should mark up all the 
directions to the working group....It will take a good whack more time 
but I can do it...
