[PC-NCSG] New gTLD Auction Proceeds

Hi Amr,

yes, I am more concerned by the scope and process for now and not about the
substantive parts which will evolve when the discussion starts in working
group. in BA meting, many expressed their wishlist on how to use the the
funds, that is why working on preventing conflict of interests is a
mandatory issue to handle.

there was already some idea since the work on applicant support and in JAS
report about having an ICANN foundation which will include funding from
auctions proceeds among others.
