[PC-NCSG] Auctions proceeds Drafting will start soon....

General Public Interest (GPI) is a place holder for a basket of 
undefined principles.
Rather than argue for or against GPI it makes more sense to work up the 
principles we agree should underpin the use of the auction proceeds.
I for one would put lesser weight on commercial or private business 
interests in establishing those principles.
The gTLD applicants already have the option of private auctions, in 
which case they block the proceeds from going to ICANN in any event.
