[PC-NCSG] Next Gen RDS comments on preliminary issues report

Hi,

Sept 6 is the deadline for comments on the Preliminary issues report . 
As I mentioned earlier, I have created a drive doc that includes my one
comment on this issue.

It is open for comment and for the suggested addition of other issues.

I plan to ask the NCSG Policy committee to approve this document as a
NCSG comment before the deadline.
