[PC-NCSG] Appointement to working group to develop recommendations on new gTLD auction proceeds

I would like to underscore Stephanie's point that this is the 
development of the Charter and that the WG composition is a subsequent 
issue. I would like to suggest that the WG for this will be an 
interesting test bed for constituency consensus dynamics around an issue 
where constituency self-interest could take second place to ICANN "good 
works" initiatives.

Some have already suggested that the funds should just be refunded to 
various applicants (a broader vision than in the private auctions).

I personally would/will push for a broader mission and vision for the 
use of the new gTLD auction proceeds as an ncsg position.
