[PC-NCSG] Call for expert candidates of the IANA Cross Community Group

Hi,
Thanks.
And I promise to do my best to keep you all, and the membership,
informed and as involved as you want to be. I suggest the the group of
NCSG observers and I work together as a 'delegation' as much as
possible/reasonable.
