[PC-NCSG] [NCSG-Discuss] [CWG-DT-Stewardship] Update from the GNSO and draft call for observers for your review

Let us just endorse Avri, folks, if there are no objections.  No time no 
time.  Plus I am sure she is going to be terrific and several of us are 
going as observers.
