[PC-NCSG] Update GNSO council chair/vice-chair

Hi
Speaking of January and the NCPH, I have included a bit of time for discussion of these on the NCUC CD agenda.
Could we clarify the participation? Do I understand that CSG would send its EC (including constituency chairs) but not its Councilors/voters? And we would send just our Councilors/voters? Or is it y?all come??
