[PC-NCSG] Update GNSO council chair/vice-chair

I wrote to Steve saying that meeting with CSG EC was fine by me, and suggesting a meeting in LA.
I'm also willing to work on election procedures - I know Wolf-Ulrich Knoben is also willing from CSG.
