[PC-NCSG] Do we need to have a call?

Hi,

No one has agreed with me on this.  So I will back down on it.  So lets
just get (self) nominations and make an election of it.  Unless of
course we only have one victim in which case we can crown him and be
done with it.

Just FYI,  I don't particularly mind electing a chair from either
constituency as long as they are an effective and neutral chair; both of
which I think are criticial in a chair.  To my mind becoming chair means
giving up partisanship, so it should not matter which constituency they
were selected by.  For example, one of the reasons I no longer put
myself forward for things like chair of GNSO WGs, and do my best to
avoid nominations, is I have no desire to be non-partisan in GNSO WGs.
