[PC-NCSG] new appointment from NPOC to NCSG PC

Hi everyone,

I was informed by Sam that Rudi is leaving the NCSG PC and replaced by
Klaus as the NPOC representative here.
Thanks to Rudi for his work in the PC and welcome again to Klaus in this
new role.

so the NCSG PC has no chair or alternate chair and so an election process
should starts soon to elect a new chair.
