[PC-NCSG] NCSG Response to the Translation & Transliteration of Contact Information PDP WG

Hi,

Again apologies.

I do not understand all of the positions in this.

For example: deciding that Registrant decides who pays seems to indicate 
that there is a possibility they might have to pay.  Isn't the expense 
being talked about for development of translations mechanisms.  If this 
happens, why would it be anyone other than the Registrars 
responsibility? As to whether they pass that on to the registrants, that 
is a market differentiators.  The good ones wouldn't.  the profits 
before people ones might just pass it on.

But it is not enough for me to say no.

I accept a rough consensus for sending it.
