[PC-NCSG] Call for candidates - GNSO Liaison to the GAC

I would suggest that we should not feel we have to put forward a candidate if we can't find someone both qualified and enthusiastic. It is a big job, and they will spend a lot of time in the GAC. 

It is a pretty important job and I really want it to be done well.
