[PC-NCSG] Time to elect a new chair and alternate chair(s)

Hi,

I have no objections. In fact, it occurred to me that we haven't heard from any of the constituency appointed members, and wether they are even willing to serve as alternates. So I think your suggestion is probably the best way to move forward.
