[PC-NCSG] [NCSG-Discuss] NCSG comments on IANA transition plan

Hi Milton,

Thanks for the reminder and drafting, hopefully we can get the clean
version and resolve all comments. and yes members should take a look there.
since we have 15th Dec as deadline (next monday), NCSG policy committee
will have to act swiftly and endorse the statement in due time
