[PC-NCSG] [Privacy] NCSG Comment on ICANN's Whois Privacy & Proxy Abuse Study

Hi,

Should this be submitted as a NCSG submission?

There has been little discussion.  

I figure I need to see some Council assent as well at least 1 from each of NPOC and NCUC PC members.  

I can submit it up until the last minute. 
I am about to fly to BA today, so, please give an indication in the next 24 hours.
