[PC-NCSG] let's proceed with challenging Board's dismissal of NCSG request for reconsideration of half-baked ™+50

Let's proceed with challenging the Board's dismissal of NCSG's reconsideration request of its TM+50 policy (in addition to a PDP to change it).  I believe we have a hard deadline by which we need to challenge the decision.... Ed, can you remind me of that and the next steps to challenge the decision with the CEP?
