[PC-NCSG] first draft of NCSG response on IGO / INGO input form

Dear All,

Please see the attached revised draft to incorporate the additional  
points raised so far.

We are already late on submitting this input form to the IGO-INGO  
working group, but I'd still like to do so by the end of the week.   
So please send any additional comments, edits, etc in the next 48- 
hours to this NCSG-PC mailing list so we can submit our input  
statement by week's end.

Thanks to all who have contributed thus far.  All are welcome to  
provide further input.  Thanks again!
