[PC-NCSG] revised statement on new rpm proposals for tlds

Thanks, Kathy, for the additional comments. In light of your
discussions today, I've pulled those unsettling para at the end of
the statement.
4th time is a charm, right?
Attached is the final statement to go out today. So speak now if
anyone has new edits to propose or don't like some of the previous ones.
We will do a separate NCSG statement that addresses the new RPM
proposals in more detail with much more background and context in
preparation for the mtg on the 16th where they will be the only
agenda item. Kathy has volunteered to take a stab at the first
draft of that statement (thanks!).
