[PC-NCSG] revised statement on new rpm proposals for tlds- some extra time?

Why not send two letters?  This one now (which is already losing its  
timeliness and people in the community have been asking for for days  
already), and then another one that is more detailed about the  
proposals based on what you've learned in the Brussels meeting?

I just got up and tried to join the call, but there was no one on the  
line.
