[PC-NCSG] Fwd: our motion

Thks Mary,
As this is an NCSG "whereas" that we have agreed to, and it is most
important to NPOC's current delicate balance between the old and the new, I
respectfully request we stick to that "whereas" reference. I also consider
it in the spirit of the NCUC/NPOC statement of collaboration in San Jos?.
As both motions seem mutually friendly, it should not be a big compromise
by Thomas to accept the NCSG "whereas". Thank you for making sure this
happens.
I know its getting to the 11th hour, but if Thomas wants to discuss the
background around "ILP" I will be pleased to oblige.
There is another issue: I believe the "ILP" concept will turn out to be a
very useful and fair tool to prevent a "floodgate" of exceptions while
being equitable to those IGOs and* also International NGOs (INGOs)* that
can meet that robust requirements.* So I am concerned about INGOs too and
Thomas' motion mention only IGOs...*
