A couple thought when i read it.
Not sure if they are relevant to the scope of the consumer WG.

Would the ability to interact with privacy protection by the Consumer be relevant to trust?

Doesn't choice depend on the capacity of an actor, the consumer, to actually make consumption decisions based on scripts, language, services, price and availability  and maybe even jurisdiction and privacy constraints.

Wouldn't this be an active capability of the provider.  And not just the quality and diversity, but the access they have to the consumer and the ease with which they can poach each other's customers (at least in terms of registrars).
