[NCSG-FC] Welcome to new reps

Thanks Rafik

Precisely, I do not have any challenge in having Kossi as observer and I so
move.

Secondly, having been in the FC previously as the Vice Chair among others,
I would like to throw in my hat into the ring, to lead this Committee, with
the support of you all.
