I would like to propose that the Finance Committee draft a response for consideration by the NCSG Policy Committee. The comment closes on 5 August, but I suggest we prepare a first draft by 8 July so that we can allow NCSG members two weeks to review our work, and the Policy Committee a further two weeks. The time has come to begin work on developing our internal operating procedures. Initially, I am thinking we should develop the following procedures:? * Procedure on development and submission of NCSG comment(s) on the annual Operating Plan and Budget for ICANN, PTI, and IANA * Procedure on development and submission of NCSG Additional Budget Requests * Procedure on development and submission of other statements that fall within the remit of the NCSG Finance Committee * Procedure for handling interventions on calls by non-members and non-observers * Procedure for requesting and/or accepting expert guidance on a given topic I would also like to develop an ethics policy for Finance Committee members. This effort would bake additional layers of transparency into our work, for the benefit of all NCSG members, and give them confidence we are acting in an ethical manner. Please can you advise if you have any concerns regarding the nature of these possible procedures (and please note you can certainly raise concerns again once they?re drafted! we may draft one and realise it isn?t needed), or if there is anything which seems to be missing. We can then start to develop our first procedures this week, with a view to getting proposed procedures sent to the NCSG Executive Committee for its review and input by the end of the month. I thought I would probably not on the operating procedures, but will allow myself a few notes here. I do find that the draft comment is on point, thanks for that! And as for your last question, I would believe it would make more sense to comment on the whole of a financial document, even if some parts of it are outside the remit of the FC. Otherwise it might just make it difficult to dissect exactly what is to comment.
