[NCSG-FC] Our internal operating procedures

Ayden,

I may be in a minority here but I don't think we need an ethics policy 
for the Financial Committee members. So long as we remain transparent 
and consultative we will be judged by our actions. If we had an ethics 
policy we would still be judged by our actions, and could not hide 
behind a pro forma adherence to some ethics policy. This is not like 
being a lawyer, where things like confidentiality and handling in-trust 
funds are involved. It is more a matter of doing our assigned jobs well.
