[NCSG-FC] new draft of operating procedures

Hi Ayden,

I have provided comments on this.
Maybe the first question is why are we starting the FC OP from scratch as
opposed to resolving or amending issues in the initial draft?

Nonetheless, I think this document does not fully reflect section 2.6 of
the NCSG charter in regard to the purpose of the FC. The FC should not be
limited to leading and facilitating community comments on finacial but
accounting, auditing, and financial management responsibilities need to be
reflected, the *primary role of any finance committee is to provide
financial oversight*, which includes budgeting, financial planning,
financial reporting and putting in place internal controls above other
responsibilities and fiduciary duties of finance committees.

The FC should not be prohibited from attending ICANN meetings, whether
supported by NCSG or ICANN resources. This draft keeps emphasising that the
FC must not use the funds of NCSG by the FC outside transcription costs
during online meeting, which is unfair IHMO, such statements make the
document seem biased some how, opposing and limiting the scope, potential
and effectiveness of the FC, which will in turn hamper accountability and
transparency within NCSG.

It is rather unfortunate that I missed today's call.
