[NCSG-FC] kick off NCSG comment of ICANN Draft FY20 Operating Plan and Budget and Five-Year Operating Plan Update

the deadline is the 8th Feb and we need to get started, ensuring also
enough time for comment review and consultation.
I understand there are already several point to start with and that can
help to move quickly for the drafting.
