[NCSG-FC] Purchasing 2430.00 USD/30 hours worth of Dev Blocks

Dear FC,

To start building the membership evaluation form better, I thought it would
be better to buy development blocks other than paying one off 7000 USD for
projects. The good thing about development blocks is that we can use them
for a variety of things and not just one project.

We can purchase more in the new year but for now I recommend 30 hour dev
blocks. To do this I was wondering if you could approve this expenditure
(if we buy until the end of the year, the discount of 10 percent applies).

I am kind of short of money this month, so if you approve it, I would be
grateful if someone pays and gets reimbursed by ICANN. I have been doing
that until now but I can't do it this month.
