[NCSG-EC] Request-Agenda-ICANN85 NCPH Session

Thanks for the reminder,
We can use the same template with some tweaks. One point is to make clear
request to Russ about meeting with the Board and allocating time for that.
I know they will ask why and we have the usual joint meetings but let's
make the request earlier and clear.
