[NCSG-EC] NCUC Rep to the NCSG Finance Committee

Hi all,

It seems there is no provision for charter for constituency to appoint
observers and I missed that when checking charter. It is up to FC to invite
observers if it want. I will check with Juan to understand the reason
behind this request.  In the meantime, after FC is seated and members added
to ML, it will resume its activity. For context, it was inactive for some
time and this is an opportunity to restart on better foundations.
