[NCSG-EC] Funded travellers for ICANN84

Hi Rafik, all,

Apologies for late reply, I've just returned home from a hike
in the wilderness.

Wale will be using NPOC's slot for Muscat. It's his turn and as you
noted I'll get funded as incoming councillor anyway.
