* PeterKing Quaye

Dear Rafik,

I am excited to express my interest in attending the ICANN meeting in
Prague as a newcomer eager to deepen my involvement in the NCSG and broader
ICANN community. This opportunity would mark a significant step in my
journey toward actively contributing to policy discussions and advocating
for the interests of non-commercial stakeholders.
*Commitment to ICANN and NCSG Engagement*

While I am at the early stages of my ICANN participation, I am 3 times
ICANN Fellow , been engage in the community I have been actively following
key policy discussions, attending NCSG sessions, and engaging with PDPs to
understand the crucial role of non-commercial voices in internet
governance. My background in digital policy and advocacy has fueled my
passion for contributing to ICANN’s multistakeholder processes,
particularly in areas related to digital rights, cybersecurity, and
internet access.
*Why This Opportunity Matters*

Attending this meeting in person would allow me to:

   - Gain firsthand experience in ICANN’s decision-making processes.
   - Engage directly with key stakeholders and mentors within the NCSG.
   - Contribute fresh perspectives while strengthening my ability to
   represent non-commercial interests effectively.

*Commitment to Active Participation*

If selected, I fully commit to:

   - Attending all relevant NCSG, GNSO Council, and PDP sessions.
   - Preparing by reviewing key governance documents and ongoing policy
   discussions.
   - Actively engaging with the community to build relationships and
   contribute to discussions.

I am eager to take this step toward deeper involvement in ICANN and to grow
as a dedicated advocate for non-commercial stakeholders. Thank you for
considering my application—I would greatly appreciate the opportunity to
contribute and learn.

* Pedro de Perdigao Lana
Hi Rafik, Andrea,

I'm interested in applying for the travel slot of the GNSO Councillor who
cannot attend ICANN83. *Considering I am part of the NCSG EC, I ask to be
removed from the deliberations regarding this position from the beginning,
so others do not feel uncomfortable to present their position if they
believe another candidate is more suitable than I am.*

I want to attend the meeting as part of the continuous work that I've been
developing for the last few months (I started being more active in ICANN
and the NCSG from 2023 on, in ICANN76, initially as a NextGen
<http:>), i*ncluding
as an Executive Committee member for the NCUC (since September 2023) and
NCSG (since July 2024). *I have been particularly active in the NCUC EC, as
registered in our tracking document
<https://community.icann.org/display/gnsononcomuserconst/2024+NCUC+Activity+Tracking+Document>,
and I'm trying to help as much as I can in the NCSG EC as well. I have also
gone to ICANN79 as a fellow and then to ICANN81 as a member of the
NCSG EC, *having
never used the NCUC EC slot in both my terms* (2023-2024 and now
2024-2025), giving way to other EC members who could benefit more from this
opportunity in those moments.

The effort mentioned above involves not only administrative work (such as
helping to organize multiple NCUC Issue Forums), where I try to promote a
few changes that I believe will be beneficial to the non-commercial
community; but also policy work related particularly to (i) Rights
Protection Mechanisms (*I'm an active member of the RPM IRT
<https://community.icann.org/display/RPMIRT/Members>* and my almost full
attendance to the meetings of this team can be checked here
<https://community.icann.org/display/RPMIRT/Meetings>) and the (ii) Next
Round of new gTLDs (highlighting the ASP, *which was the subject of our
NCUC Issue Forum in ICANN81*), while also participating (less intensively)
in a few other policy topics, such as privacy matters.

I'm part of (and try to always contribute to, speaking or through chat)
most of the recent Policy Committee meetings, something that can be proven
by attendance registrations and recordings
<https://community.icann.org/display/gnsononcomstake/NCSG+Monthly+Policy+Meetings>.
I try to follow most GNSO meetings that are included in the agenda topics
that I'm working with, so I am becoming more familiar, during the last few
months, with the functioning of the Council. I have also recently become a
member of the GNSO Standing Selection Committee
<https://community.icann.org/pages/viewpage.action?pageId=64077781>.

*Tomslin gently provided me with a letter of support as well, attached, if
I go as an alternate to the GNSO Councilor.*

My time at ICANN meetings is directed to the diverse types of work listed
above, trying to go beyond the basic obligations of the positions that I'm
currently on (*for example, in ICANN79 and ICANN81 I was in conversations
with PIR staff so we could develop an NCSG Policy Fellowship
<https://docs.google.com/document/d/1pM1Z-Wh-6msTdRxV17gDxLeT8Y1Paopi4fpB6gM6sqQ/edit>
funded
by this entity*). This is something that I also plan to do in ICANN83,
especially because many of these demands and plans that I have, aiming to
improve the non-commercial strength within ICANN, are continuing efforts.
Being onsite helps a lot to get things going faster and more effectively,
particularly when it depends on connecting with new people and being
recognized by them as someone trustworthy and capable of completing my
assigned tasks. Finally, I also intend to *start a dialogue and capacity
building among the non-commercial community on the incoming UDRP review*,
which will be a big subject for the next few months and my main subject of
interest since I started following ICANN, *and advance a few extra steps on
the work we are doing regarding the ASP and the SubPro/Next Round*.

As a side note, I believe it is important to be onsite at the meeting
because my day-to-day work in a ccTLD - I joined NIC.br after starting my
activities in ICANN and after assuming my NCUC EC position, so I don't
represent this organization in ICANN in any manner - allows me to dedicate
my time fully to ICANN meetings I'm participating in, even on non-ccTLD
related work (as long as they are not funding, which is the case regarding
my ICANN/GNSO commitments and roles). This means that, when traveling to
the Meetings, I can focus only on NCSG activities, something that I cannot
do while participating online because of a normally quite heavy workload.

Cordially,

*Pedro de Perdigão Lana*
