[NCSG-EC] ask for NPOC status

Hi everyone.

As discussed previously, it would be good to approve this request before
ICANN81.
I see that they have submitted the corresponding request (Thursday,
September 19, 2024 - 00:00) and they also have their website up.
I'll be posting my Review now.
