[NCSG-EC] npoc domain registration request in China?

It may be legit, or maybe not. Most likely an attempt to
sell us those domains.

In any case it doesn't cost much to reply briefly saying
that npoc is indeed the name of one of ncsg's constituencies
and that Hongyan is not our partner or associate.

If they then ask for money one way or another, politely
decline.
