[NCSG-EC] [Ext] NCSG Applications

I just answered all the pending applications (two of them are bugging and
the vote won't compute).

It is worth noting that there was a batch of applicants from Zambia, all
pointing affiliations to Levy, who made weak applications (some of them
copying the exact same short text) while providing only an email. That
seemed uncommon and coordinated behavior, and, for precautionary reasons,
made me deny them. If there is any info any of you have that could change
my votes there, please let me know through here.
