[NCSG-EC] Fwd: NCUC/NCSG Project Proposal to PIR

Hi Pedro.

Great work on this proposal. However, may I suggest that we don't just make
it a NCUC /NCSG proposal. It is safer to make it an NCSG proposal or better
still a NCUC /NCSG /NPOC proposal.
Historically there has been some inter constituency relationship break down
in the past as NPOC also has a stake in PIR. Infact given the name NPOC PIR
also tends to deal alot with them in the past. I think the best way it was
resolved was to route it through NCSG only as mothership and then the NCSG
allocate resources.

On the other hand, I should declare a conflict of interest in further
engaging on this conversation as I'm currently on ISOC board that oversee
the PIR. I can only provide advisory commentary going ahead.
