I'm also going to add my 2 cents about CCOICI here: As I said before, the group only allows for GNSO Councilors and - despite the slot division per SG and Constituencies - at NCSG theres no such thing as a "NPOC Councilor". We have been doing all policy discussions at the SG level for years and I would like to suggest we keep it that way in order to avoid showing preference for one of the Cs. If there's agreement with PC - the space that should deliberate about such nominations - about Juan's name, I'd insist he remains as the NCSG liaison or member at CCOICI and not NPOC, or that he at least compromises with setting a conversation with Council members. Knowing Juan I dont think this will be any issues for him (: Best, Bruna On Thu, Oct 6, 2022 at 9:59 AM Johan Helsingius wrote: > Hi Bruna, > > > @Julf this needs to be discussed with PC chair as he?s normally > > responsible for coordinating our nominations for such positions. > > Thanks! > > Yes, I see that that is actually in the Charter - still learning the > ropes. > > But on that note, do we have any sort of "operating procedures" in > a written form? > > In any case, I will start making notes, as I learn things, that will > serve as handover notes for the next chair. > > Julf > > -- *Bruna Martins dos Santos * German Chancellor Fellow 21' (Bundeskanzler-Stipendiatin) | Alexander von Humboldt Foundation Visiting Researcher (Gastwissenschaftlerin) | Wissenschaftszentrum Berlin f?r Sozialforschung (WZB) Member | Coaliz?o Direitos na Rede Co-Coordinator | Internet Governance Caucus Twitter: @boomartins // Skype: bruna.martinsantos *bruna.martinsdossantos at wzb.eu * and bruna.mrtns at gmail.com -------------- next part -------------- An HTML attachment was scrubbed... Given that experience and continuity is useful in this kind of position, it makes sense to let people stay there for more than one year. (An upper limit might also make sense, but there's no need to go there now.) In any event it would be good to have this policy written down somewhere, so that we could be consistent about it in the future. I know Manju is interested (and deserving), and I wouldn't mind doing it myself as well (never had a chance, when I first joined Council staff informed me too late). Julf -------- Forwarded Message -------- Subject: Invitation - RSVP - ICANN Leadership Program (LP) 2023 Date: Wed, 5 Oct 2022 16:25:48 +0000 From: Public Responsibility Support To: julf at julf.com CC: Andrea Glandon , Sandra Hoferichter , Ergys Ramaj Dear Julf, We are now preparing for the 7^th edition of the ICANN Academy Leadership Program (LP), which is scheduled to take place 9-10 March 2023, two days prior to the official start of ICANN76 in Canc?n, Mexico. This will be the first LP since the start of the COVID-19 pandemic, and we are looking forward to holding the program once again. For this program, one seat is reserved for a representative from the NCSG. The program is designed for current /_and_/incoming leaders, helping to increase understanding of the complexity of ICANN and to develop facilitation skills, as well as building a network with other leaders. We are aware that understanding ICANN as an organization, the topics discussed within ICANN, and interaction within other stakeholder groups can be challenging for incoming leaders, but sometimes also for experienced leaders. ICANN and the community are making considerable efforts in order to help incoming leaders have a good start to their terms and to provide current leaders the opportunity to strengthen their leadership and facilitation skills. Opportunities for Leadership Program participants include the following: * Meet leaders from the other SOs/ACs and get an insight of the functionality and issues in other groups * Discuss current ICANN topics in an in-depth manner * Deepen the understanding of key ICANN processes * Develop facilitation and leadership skills, focused personal effectiveness to run meetings and foster processes A preliminary agenda is attached to this email. Kindly note that this is subject to change. Accommodation for participants will be covered between Wednesday and Thursday, 8-9 March 2023, and participants will receive a stipend. Please note that flights will*NOT*be covered under this program, as incoming and current leaders are normally covered by the regular ICANN travel support. Please ensure that the leaders you select are being covered by ICANN Travel Support for their flights to Cancun for ICANN76. We would like to ask you to identify one incoming or current leader from your stakeholder group who is interested and available to participate in this program. We recommend that you also identify an alternate candidate. *Kindly forward us the names and email addresses of the endorsed individuals no later than Thursday, 10 November 2022, and ask them to register **here* ***by Monday, 14 November 2022 at 23:59 UTC.* We hope this program will meet the needs of your community. All participants will be encouraged to partake in an open exchange of their views, as this will help facilitate cross-constituency collaboration during their terms. We are very happy to answer any questions you may have on this exciting LP and look forward to having your group?s participants confirmed. As for the "duplication of votes" issue, unless NCSG charter has been changed without my noticing, there's no rule against a person being both an individual member and the representative of an organization at the same time and even voting in both roles in the same election. It is a concern, however, when approving new members if there's a reason to suspect that their organization is a one-person thing, that is, the organization's interest in joining is actually just one person there trying to gain extra votes. Similar concern arises with individual applicants who are already organizational members' representatives. So it is good that Bruna was being diligent, even if in this particular case there apparently were no such problems. As a disclosure of sorts I should note that I am both an individual member of NCSG and NCUC as well as Effi's representative in NPOC. I do not get to vote twice in any election, however, because Effi has another representative in NCSG and NCUC. (Incidentally, our current CiviCRM setup doesn't cope with this very well.) Anyway, I trust the mailing list issue will be promptly sorted out once Andrea returns from her undoubtedly well-deserved vacation. (Especially because i don't really understand the obsession with making false accusations or offending me before getting to the very core of the issue and asking other reliable sources such as staff) Unfortunately we had some cases of members that reapplied instead of changing their affiliation or even formally leaving NCSG and that was one of the main issues. The membership platform also seems to not be updated in a relevant amount of cases. But that also shines a light that we had organizations applying to join the SG or one of the Cs when they already have members here, on that note @Johan Helsingius , id suggest a very thorough membership review as one of the first acts for the new chair because in the last years - especially during the 1st pandemic year we had people leaving for different reasons and it would be nice to have a better perspective of which organizations we could have as part of our inreach strategies and so on. ps. Thanks Tapani and Caleb for understanding the need for diligence and reviewing the applicants. On this last round we had some interesting phenomenon happening that was a LOT of applicants from one specific source applying to join our SG without *any* clear reasons for doing so and some of the applicants even had connections with the industry. So as much as it might not make a lot of sense to some of us, its on the competences of the EC to conduct a thorough review of the applications instead of just allowing a lot of people in just to raise the numbers. At least I made no such thing in my last email, if that's what you're referring to and I feel that you'd be really stretching here, to make that interpretation out of my email. I think this kind of martyrdom would be quite dishonest and generally unwanted and obviously unwarranted behaviour. The reason why I put quotations on "double checking" was that two of the persons you mentioned were not duplicates in the first place and shouldn't have been a reason why the process was stalled. You raised these persons as the reason for the need to check our CRM for false information in an earlier email. I did try to explain that but I feel sorry that you've taken this as another personal attack against you, which it certainly wasn't. I just want to be sure that our members are in fact getting emails that they should've been receiving for a long time already. I wanted to go through this issue with you in Kuala Lumpur, but you didn't answer any of my messages sent privately to you and here we are. Yesterday our new member tried to send an email to NPOC discuss list from JFQueralt at TheIOFoundation.org address, and it was blocked, and a notice saying that somebody would have to approve the sending his email to our list. I guess I drew too quickly a conclusion, that he was not added to the email list, when he has two addresses that are now receiving emails from NPOC discuss (checked this with him this morning), but there still seems to be a problem, when he's sending a message to us. I hope this can be looked into and resolved quickly. -Raoul On Tue, 11 Oct 2022 at 12:03, Johan Helsingius via NCSG-EC < ncsg-ec at lists.ncsg.is> wrote: > Thanks again, Andrea! > > Julf > > On 11/10/2022 02:46, Andrea Glandon via NCSG-EC wrote: > > Hello all! > > > > I wanted to re-send this email as I have seen some emails stating that > > the new members have not been added to the appropriate lists. -Raoul On Tue, 11 Oct 2022 at 12:03, Johan Helsingius via NCSG-EC > wrote: Thanks again, Andrea! -Raoul On Tue, 11 Oct 2022 at 12:03, Johan Helsingius via NCSG-EC > wrote: Thanks again, Andrea! The pilot currently consists of 16 participants who are alumni of the ICANN Fellowship and NextGen at ICANN programs. The first meeting of the Policy Transition Program pilot occurred on 17 October. Participants received a syllabus, which provides a timeline of the pilot, and primer materials to learn about the development of the Applicant Support Program. You will find both the syllabus and primer materials attached for your reference. By the session in February 2023, participants will have information about the Applicant Support Program?from its inception to the GNSO Council vote on the New gTLD Subsequent Procedures Final Report. On behalf of the team supporting the pilot, we would like to request your input regarding possible speakers from civil society who can add to the participants? understanding of the development and impact of the Applicant Support Program. In particular, for the February and March 2023 sessions, we will be grateful for your suggestions of noncommercial stakeholders who would be best suited to provide additional information and insights on this topic. Thank you, and we look forward to receiving your thoughts and suggestions. But then I don't know how the EC has been using it of late - is there some documentation about it, or would someone like to bring me up to date? Also, I to have two accounts, my old one from years ago (with full admin rights still) and a freshly created one, both seem to work. Having separate accounts for EC work and administration is actually a good idea, if I still need the latter that is. Anyway, I'm not going to do any administration there, at least not unless and until it's been discussed and agreed on. I've been away so long I don't even know if Wapix is still supporting NCSG with CiviCRM. Who in NSCG/ICANN side has been managing its development and contact with Wapix (or whoever is supporting it now)? Is there still a tech team on NCSG side?
