[NCSG-EC] Purchase of dev block

Dear all,

Just a final heads up as I'll be making the purchase with Josh, 1050USD for
10 hours, in 24hrs.

Then I'll have a more detailed conversation with him as to how we'll make
use of it, and I'll be back to you guys about it. As I mentioned, it will
be first used to finalize the email to activity set up, and then (most
likely) used for the purpose of migrating the NCSG-discuss mailing list.
