[NCSG-EC] Replacing Council positions

It has been brought to my attention that there is considerable criticism of the manner in which I issued a call for interest in replacing Farzi on Council.  Given this lack of satisfaction in the process, which closed on December 28, I am proposing to:

1). reissue the call for candidates, using as a template the letter sent out in 2017, which apparently was correctly done.  That letter will be sent to the NCSG-EC for its approval.

2).  I suggest a short timeline for the next call, given that we are late for the next council meeting we have missed the opportunity to get our replacement councillors to Cancun unless deadlines are waived, and there is a GNSO meeting in Los ANgeles that the replacement will be unable to attend other than remotely.

I am sorry that I misinterpreted the response to that call as a total rejection of what I was doing.  It really helps if people talk to me when there is a problem, so if you have any proposals regarding this process, the next letter calling for expressions of interest, and the potential timelines, I would be most receptive to hearing them at your earliest convenience.  I was unaware that the wiki I was pointing at in that call for replacements was inaccurate, indeed some of our councillors were unaware of the implications of their selection of region.

So as soon as I find the model letter to the NCSG list, I will send the updated version to you for approval
